Until 14.05.20121, the movement of two-wheeled and four-wheeled vehicles, with the exception of bicycles, on black forest roads and roads with crushed stone pavement on the territory of the Shumen Plateau Nature Reserve and in the forest areas of the villages of Iliya Blaskov, Ivanski and Vetrishte is prohibited. The movement of vehicles must be carried out only on asphalt roads. The restriction is introduced by Order RD 05-00034 and Order RD 05-00035 of 15.02.2021 of the Director of the Forestry Department-Shumen Eng. Emil Gelov on the basis of Art. 146, para. 1, item 1 and item 2 of the Forestry Act and on the basis of letter RD-16-01171/11.02.2021 of the Forestry Department-Shumen, in order to preserve and protect the forest areas and the safety of citizens. The order enters into force from the date of signing and is valid for a period of three months.
The movement of vehicles to the tourist shelters is allowed only along the indicated approaches. On the basis of Art. 146, para. 3 of the Forestry Act, employees of the State Forest Service-Shumen set up barriers and/or signboards indicating the prohibited areas. Access, movement and stay in the prohibited areas is allowed only for vehicles of the Ministry of Agriculture, Forestry and Forestry, the Ministry of Agriculture, Forestry and Forestry, the Ministry of Environment and Forestry, the Ministry of Interior, the Ministry of Forestry and Forestry and the Ministry of Forestry and Forestry "Shumen Plateau".
The order is issued at the proposal of the DGS-Shumen, due to the increased violations during the heating season. Also, in recent years, there has been a massive movement of off-road vehicles, ATVs and motorcycles on the territory of the Shumen Plateau Nature Reserve, which disturbs the peace of visitors and leads to the destruction of forest roads, the removal of mud on the asphalt and is a prerequisite for accidents.
The order is subject to appeal within 14 days from the date of issuance and in accordance with the Administrative Procedure Code.
